Minutes of the WSSA Business Meeting

President Charlotte Eberlein called the meeting to order at 5:00 p.m.; approximately 70 members attended.

 

Out-going Board members were recognized and thanked for their service to the society: Mike Chandler, Past President; Anne L??e, Director of Publications; Phil Banks, Member-at-large; Bill Curran, NEWSS representative; Donn Thill, WSWS representative, Alison Fox, APMS representative.

 

Minutes ?It was moved (Laura Whatley), seconded (Donn Thill), and unanimously approved to accept the minutes as previously posted on the web site.

 

Finance ? Treasurer Carol Mallory-Smith reported that the increase in registration and membership fees to cover rising operating costs and operating expenses was successful; WSSA is now operating in the black on an annual basis. At the end of the fiscal year (November 30, 2001), cash on hand was $118,997.61and general fund investments had a value of $978,260.70. The Endowment fund balance was $251,413.73 at fiscal year end, making WSSA?s 2001 total assets $1,348,672.04. Despite the volatile market, investments in both the general and Endowment fund generated return.

 

Endowment ? Tracy Klingamon reported that the Endowment fund generated approximately $17,000 in interest during the last fiscal year. Phil Banks noted that WSSA is not spending all the accumulated interest on the Endowment; he wondered if Endowment had considered spending more of the money to support WSSA activities. Klingamon noted that the committee is discussing ideas with other societies, but do not have a recommendation yet. The committee is looking at additional ways to donate to the Endowment other than cash; land and stocks are just two possibilities.

 

Sustaining Membership ? Wynn John reported that 34 sustaining members supported WSSA with dues totaling $24,000 in 2001. This is a decrease from 41 sustaining members with combined dues of $36,000 in 2000.

 

Director of Publications ? Mike Foley, the new Director of Publications, announced two retirements: Larry Foy as Editor of Weed Technology and Anne L??e as WSSA Director of Publications. John Wilcut will assume Foy?s prior duties.

Average time for publishing articles in our journals is now about 30 weeks, and reviewing manuscripts is going smoothly. WSSA is examining web-based submission and tracking, which should result in faster publication. On-line journal access will be offered during 2002.

 

WSSA Abstracts has been redesigned so it?s less expensive to print and is easier to read. $15,500 has been pre-paid for the new Herbicide Handbook, which is planned for June publication.

The Publications Board is considering partnering on a computer-based weed identification project. In the coming year, three positions will need to be filled: editor of Weed Science, editor of WSSA Abstracts, and Herbicide Handbook editor.

The proposed mission statement for both WSSA journals was distributed:

The Weed Science Society of America publishes original research and scholarship in the form of peer-reviewed articles in two international journals. Weed Science is focused on understanding ?why? phenomena occur. As such, it focuses on fundamental research directly related to all aspects of weed science, including invasive plant species. Weed Technology focuses on understanding ?how? weeds are managed. As such, it is focused on more applied aspects concerning the management of weeds and invasive species.

In Weed Science, add this after the Mission Statement: Topics for Weed Science include the biology and ecology of weeds and invasive species in agricultural, forestry, aquatic, turf, recreational, rights-of-ways, and other settings; genetics of weeds and herbicide resistance; chemistry, biochemistry, physiology and molecular action of herbicides and plant growth regulators used to manage undesirable vegetation and herbicide resistance; ecology of cropping and non-cropping systems as it relates to weed management; biological and ecological aspects of weed control tools including biological agents, herbicide resistant crops, etc., effects of weed management on soil, air, and water. Symposia papers and reviews are accepted. Consult the editor for additional information.

Director of Science Policy/Washington Liaison Committee ? Rich Bonano reported that the Director of Science Policy has been concerned primarily with regulatory issues during the last year. Priorities for 2002 include research funding, invasive weeds, and procuring a USDA/ARS job classification for weed scientists.

 

2002 Program Committee ? Brad Majek reported that the change to exclusively using LCD projectors for oral presentations was successful. The change required that Section Chairs supply both LCD projectors and lap top computers. He noted that instructions for the 2003 meeting should include a prohibition on zip files and CDRW disks.

 

2003 Program Committee/Local Arrangements ? Al Hamill, Program Committee Chair, announced that Joan Dusky has agreed to chair the local arrangements committee. The Jacksonville, Florida Adam?s Mark Hotel will host the meeting. Dusky noted the opportunity for field tours on aquatic weed problems and invasive plans in conjunction with the meeting.

 

2005 Site Selection ? Dick Oliver noted that the Sheraton Waikiki in Honolulu, Hawaii, would host the annual meeting in 2005. Dates for the meeting are February 7 through 10.

 

50th Anniversary Committee ? Dick Oliver indicated that the Northeastern United States would be the site for the 50th anniversary meeting (2006). New York and Boston are being considered, as well as a possible joint meeting with the Northeast Weed Science Society.

 

Nominating Committee ? Oliver reported results of the election for Board member replacements: Donn Thill, vice president; Jim Kells, member-at-large; Laura Whatley, secretary.

 

Graduate Student Committee ? Anne L??e reported that the graduate student town hall meeting and social went well; approximately 80 students attended. L??e, Phil Banks, Don Moroshita, and Tony DiTomaso planned the event.

 

Joint WSSA-ESA Conference ? Nelroy Jackson announced that WSSA and the ESA (Ecological Society of America) will be spearheading a conference in November , 2003: ?Invasive Plants in Natural and Managed System: Linking Science and Managements? Jackson will co-chair the event, along with Carla D?Antonio of ESA. The three-day meeting will include symposia, workshops, and poster discussion sessions; the site has yet to be selected.

 

IWSS Meetnig, 2004 ? Steve Duke urged members to consider attending the 2004 IWSS (International Weed Science Society) meeting in Durban, South Africa. He also noted other meetings of interest: IUPAC Crop Protection Section in Basel, Switzerland; 15 th International Plant Protection Conference in Beijing, China (July, 2003). Joe O?Neal mentioned an Integrated Pest Management meeting in Canberra, New South Wales, Australia scheduled for May 2003.

 

Necrology - Eric Prostko reported that six weed scientists passed away since the 2001 annual meeting. A moment of silence was observed to honor the memory and accomplishments of Larry E. Coombs, R. Gordon Harvey, Allan R. Isensee, William D. Lambert, Walt Mitchell and Marcos R. Vega. The Necrology Committee recommended that letters of condolence be sent to surviving family members on behalf of WSSA. A moment of silence was also observed in respect of the tragic events that occurred on September 11, 2001.

 

Old Business-None.

 

New Business- President Eberlein passed the gavel to incoming President Brad Majek. Majek then presented Past-president Eberlein with a plaque to express the Society?s appreciation for her vision and leadership during the past year.

 

It was moved (Clyde Elmore) and seconded (Al Hamill) that the meeting be adjourned. The motion passed unanimously and the meeting adjourned at approximately 5:45 p.m.
